Indus Resource Centre (IRC) invites applications for the following posts for a Dadu-based project on Sustainable Agriculture and Livelihoods. The project duration is three years.

About the Project:

The Innovative project, titled, “Integrated Approach towards Sustainable Agriculture and Livelihoods”, is to be implemented across 6 villages in Union Council Mitho Babbar and Gozoin Taluka K.N.Shah, Dadu, Sindh. The envisioned ultimate outcome of the project is that men and women small landowners and landless farmers in Dadu District have rightful, sustainable and diversified livelihoods, to be achieved by making the farming and non-farming communities more aware of their rights and improving access to government extension services; supporting adaptation of sustainable rural technologies and natural resource preservation; supporting innovative schemes in land and water course rehabilitation; organizing and training farmers for collective action; and developing sustainable alternate livelihoods  for small and landless farmers through enterprise development program.

Job – Project Coordinator (1 post)

Major Responsibilities:

Program Development Implementation and Monitoring & Evaluation

  • Supported by the team and partners, manage and oversee project implementation by employing results-based management skills;
  • Ensure strategic direction of project operations, day- to- day management and delivery of the project’s components;
  • Produce, assimilate, analyse and use project information from varied and diverse sources, including the field, to provide in-depth & timely analysis and appropriate recommendations to increase project impact and efficient use of resources;
  • Ensure project quality by developing systems for sharing learnings through reviews, process documentation and impact assessment as per project strategy and workplans;
  • Assess the impact of the project by undertaking  and facilitating spot checks with the M&E team from the Head Office;
  • Ensure the integration of cross-cutting issues, such as gender, peace building/ conflict resolution, food/water security, human rights, poverty alleviation and land reforms, into the design, implementation, and monitoring & evaluation of the project ;
  • Manage and monitor identified project risks and update the status of these risks in a timely manner – devise a course of action to mitigate risks with the support of Senior Management;
  • Appraise and approve mini-projects in consultation with Senior Management that contribute to improved natural resource preservation in targeted communities;
  • Ensure project systems and implementation of activities (financial and non-financial) are on track;
  • Observe a rights-based and holistic approach in developing and implementing project strategies;

Advocacy and Public Relations:                                     

  • Plan, organize, attend and report on Government meetings and act as a liaison between communities and Government departments; undertake follow-up meetings where necessary;
  • With support from the Regional Manager, plan for and execute single & multi-agenda meetings with Government line departments, focusing on anticipated results; drive meetings towards the best possible result for communities;
  • Supported by the Regional Manager, develop MoUs with Government departments related to disbursement of Innovative Schemes Fund, Land & Water Course Rehabilitation;
  • Plan, execute and report on Advisory Committee Meetings, and translate decisions into concrete actions in the field;
  • Promote the vision, mission, and strategic goals of IRC;

Fiscal Management and Resource Allocation

  • Ensure project financial reporting systems and structures adhere to the highest quality standards;
  • Ensure financial reports are prepared in accordance with organizational internal requirements and donor requirements
  • Undertake budget allocation and ensure fiscal responsibility at every level of project management;
  • Champion and support transparency and accountability at every level internally, and external to the project &team;

Research, Institutional Learning and Sustainability:

  • Make contributions to (plan, prepare ToRs, design, delegate) regular action/process research as part of the project; ensure quality information is fed into the project to achieve high levels of learning and evidence-based decisions from Senior Management;
  • Prepare reports for the donor and Senior Management; provide timely updates to Senior Management and Regional Manager related to critical progress and bottleneck for swift decisions and action; create learning forums where they do not exist;
  • Ensure that knowledge, wisdom and experience being generated in the field is well documented and fed into a suitable Results and Impact Management System, as demanded by IRC and the donor;
  • Facilitate and participate in learning forums, including workshops and M&E visits by the donor;
  • Participate in workshops held by experts and by the donor for own-learning and ensure that other team members have the opportunity to learn and grow;
  • Maximize opportunities for human and institutional development at IRC by propagating project logic and outcomes and creating forums for broadcasting results and challenges at the micro, and macro levels;

Human Resource Management                                    

  • Mentoring and coordinating the functioning of project team;
  • Ensure a smooth functioning of the team by setting out clear responsibilities, timely and appropriate delegation and conflict resolution, where necessary;
  • Support the team leaders in developing annual/monthly work plans, and assess financial needs of each department and activity;

Any other responsibilities assigned by the Senior Management.

 Qualifications:

  • Master’s degree in Social Sciences (Post-graduate degree in Agriculture and related disciplines would be given preference)
  • At least 4-5 years of demonstrated experience in designing, implementing, monitoring/evaluating projects in agricultural settings, rural/village development and/or sustainable development
  • Past experience at mid-level management in the development sector; experience in agriculture/enterprise and Sustainable livelihood program ishighly desirable
  • Past experience in multi-stakeholder projects, specifically famers and district agriculture department& other related/line departments , highly desirable

Profile:

  • Excellent verbal and written communication and articulation skills. Proficiency in English and Urdu; working knowledge of Sindhi highly desirable
  • Strong understanding of Enterprise development and Sustainable livelihood framework
  • Strong understanding of agriculture/ farming-related  issues in Pakistan, particularly the issues of share-croppers and landless farmers in rural Sindh
  • Good understanding of soil compositions & fertility, issues of irrigation in rural Sindh and familiarity with Sindh’s flora and fauna
  • Familiarity with various advocacy strategies for diverse stakeholders, particularly the government, on the issues of land rights, natural resource preservation, effects of climate changes and improving food and water security
  • Excellent networking and public- relationing skills, with the ability to bring together disperse stakeholders and harmonize points- of- view
  • Ability to multitask and meet competing deadlines
  • Computer skills, including basic troubleshooting and use of office equipment

Job- Training and Technical Coordinator (Enterprise development and SAP): (01 male and 01 female)

Major Responsibilities:

Making training plans, Trainings need assessment and work with consultants for arrangements of trainings

  • Supported by the team and partners, manage and oversee Capacity building component of the project.
  • Making training Plans and conduct training needs assessment
  • Close coordination with consultants for conducting trainings
  • Conduct sessions in training with consultants
  • Observations and getting feedback and continuous follow-up of trainings
  • Produce, assimilate, analyse and use project information from varied and diverse sources, including the field, to provide in-depth & timely analysis and reporting of trainings
  • Ensure quality trainings by developing systems for sharing learning through reviews, process documentation and impact assessment as per project strategy and work plans;
  • Assess the impact of the trainings by undertaking  and facilitating spot checks with the M&E team from the Head Office;

Job – Social Organizer (1 Male and 1 Female)

Major Responsibilities:

Social Mobilization                                                                                                               

  • Supported by the team, partners, managers work closely with communities by farming their common interest groups
  • Conducting interactive awareness sessions with communities on land, water and Human right issues.
  • Mobilize farmers for collective actions
  • Mobilizing community for gender mainstreamin
  • Making arrangements for trainings with communities
  • Day to day support and guidance to CIGs for developing business plans, market research and conducting sessions for successful community enterprises
  • Promoting management of Natural resources and adaptation of sustainable agriculture practices

Analysis and Reporting

  • Conducting vulnerability analysis before groups formation
  • Produce, assimilate, analyse and daily Note To File/weekly/monthly and event reports to provide in-depth & timely analysis and appropriate recommendations to increase project impact and efficient use of resources;
  • Following work plans and meeting deadlines for the activities
  • Follow-up of the activities
  • Documenting regular case studies
  • Sharing on the output and outcomes of the project activities on regular basis
  • Maintain the Self reflections diary on working throughout the project
  • Continuous analysing the groups/communities situations and report immediately if there are any conflicts/risks related to project/communitiesto the project manager/district Coordinator

 Qualifications:

  • Bachelor’s degree in Social Sciences (graduate degree in Agriculture and related disciplines would be given preference)
  • At least 4-5 years of demonstrated experience in social mobilization in agricultural settings, rural/village development and/or sustainable development
  • Past experience with IRC in the related area and local resident would be given preference.

Profile:

  • Desire for change in the vulnerable communities livelihood status
  • Excellent verbal and written communication and articulation skills. Proficiency in English and Urdu is desirable and working knowledge of Sindhi/siraiki is must.
  • Strong understanding of agriculture/ farming-related  issues in Pakistan, particularly the issues of share-croppers and landless farmers in rural Sindh
  • Familiarity with various advocacy strategies for diverse stakeholders, particularly the communities, on the issues of land rights, natural resource preservation, effects of climate changes and improving food and water security
  • Good listener to the communities and conflict resolution skills
  • Ability to multitask and meet competing deadlines
  • Confident and mature about internal and external dealings
